Modern Family Recap 2/27/13 'Best Men'HaveUHeard

By: ?Chris Pavone

Check out this week?s Modern Family?recap, before your thing with the Flenderson?s?

Phil shows off his post-adolescent predator skills in an online chat room, scoring an early teen girl? for his son of course.

Cameron and Mitchell excite over their new role as best men for their scandalously sloppy pal Sal (Elizabeth Banks).? That is until she hops over the bar and oddly into the hands (and mouth) of the dimpled bartender.

Gloria and Jay fear that Manny has become obsessed with the female body because of Gloria?s free ranging feeding of Joe in the house.? As it turns out, their new nanny/housekeeper Dahlia is the true reason Manny cannot keep his mind off the female specimen and it shows when he listens to not a word of his parent?s advice.

After feeling like the dorky chick who got asked to go to prom by the football stud, Claire finds herself thrown to the curb like a dog in an alley behind a Chinese food restaurant.? Hayley ditches her mom for another friend, while Phil finds himself on a date of his own, with Luke?s date?s mother.

Hayley eventually returns, out of guilt (still returns though!), to her mother, where the two share a realization that Alex is actually in a surprisingly cool rock band.

Phil?s ?date? escalates quickly, as he barely escapes the falcon grasp of a divorcee, while Manny sets up a date and romantic dinner with his nanny.? Both end the way they should? in flames, and Sal?s wedding doesn?t? somehow, as she has found her true equivalent.

A Few Last Thoughts?

  • ?Please, you?re in the hands of the master.? I think I know how to pick up a 14-year-old girl? for you.? ? Phil
  • ?There were even more, but I think the janitor took some home.? ? Art teacher, about Manny?s racy paintings
  • ?Well, if I?m playing board games on a Saturday night, you can shoot me in the cranium.? ? Sal
  • ?We both know I know hot to use a credit card.? ? Gloria

Everybody shut up for a second, and leave a comment on tonight?s episode?

Back to BlackBerry: international travels

Back to BlackBerry week 3

Dropping a smartphone is an absolutely horrifying experience. And on my first day in Barcelona for Mobile World Congress, it happened to me with my BlackBerry Z10.

As much as I hate to admit, it was a dumb move on my part. Unfortunately, tragedy can strike with as simple an act as brushing one's elbow across the table, and that's all it took for me to knock my smartphone right onto a hard surface -- facedown in a perfectly horizontal position. If you've ever been through such an accident, you know the few seconds it takes to pick up the phone and survey the damage can be incredibly nerve-wracking and one of the most suspenseful moments of your life.

I'm happy to say that this particular story has a positive ending, as I turned the phone over to see if I would need to call BlackBerry HQ in a panic. To my shock, it was completely fine. There wasn't a single scratch or ding, and the touchscreen was just as responsive as ever. It would've been a different story had it fallen onto a concrete floor, but this still significantly increased my opinion of the Z10's durability.

Had my Z10 come face to face with concrete, I would've been in a nasty predicament. Not only would I have had to pause or put the kibosh my 30-day trial run with the BlackBerry Z10, but I'm also on the other side of the world in a foreign country. While getting a new phone isn't impossible, it's expensive, time-consuming and frustrating. Yep, this was how my 10-day international adventure began, but how well has it gone for me since?

Detainees released: Could that hurt immigration reform?

Hundreds of immigration detainees deemed low risk have been released ? part of a national game of chicken over the 'sequester.? But the move could have consequences for immigration reform.

By Patrik Jonsson,?Staff writer / February 27, 2013

Citing impending budget cuts, immigration officials have announced the release of hundreds of detainees considered low-level threats to public safety. This move by US Immigration and Customs Enforcement (ICE) has quickly turned into one of the most baffling chapters in the public-relations chess match going on between House Republicans and the Obama White House over the looming ?sequester.?

' + google_ads[0].line3 + '

'; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "on"; google_image_size = '230x105'; google_skip = '0'; // -->

The release of detainees may score some short-term points for President Obama, who has been sending dire warnings about the impact of the cuts, including with a speech Tuesday at a Virginia shipyard. But the GOP could also strike a chord with Americans by highlighting security concerns and other issues posed by the release.

And such concerns could bring into play even more than the fight over federal spending, deficits, and the debt. Namely, the release of detainees could also affect the debate over comprehensive immigration reform.

That's important because the GOP's political future may in part be staked on potential gains that the party can make with Hispanic voters. Mr. Obama, too, could lose a lot if immigration reform falters.

"It's natural that people in a federal organization are going to take this chance to prove how important they are to the public, especially as that goal is aligned with a White House trying to raise the ante" over the spending cuts, says Allert Brown-Gort, an immigration expert at the University of Notre Dame in Indiana. "But," he adds, "this also points to some of the questions around the immigration bill right now," including how serious the government is about securing the US-Mexico border.

According to the Department of Homeland Security, the release came as ICE prepared for the sequester, which is set to kick in Friday and which mandates automatic cuts from nearly all corners of the federal bureaucracy, including ICE's $2.05 billion budget. In announcing the release, ICE insisted that the government is not dropping these deportation cases.

"The agency released these low-risk, noncriminal detainees under a less expensive form of monitoring to ensure detention levels stayed within ICE's overall budget," White House spokesman Jay Carney said Wednesday, insisting that the White House was not involved in the decision.

Review: 'Lucid Nightmares' aims to keep viewers up at night | The ...

Under a full moon, it could have been Halloween Feb. 25 at the Harold Acting Studio. Cotton cobwebs, a fake skull and a buzzing black and white television decorated the front steps. A hunched Frankenstein-like greeter grasping a three-tier candleholder led each individual or group in and directed them to a seat. This simple introduction confirmed the horror to come later in the play: ?Lucid Nightmares? was not going to be an ordinary scare.

Four female seniors in the current Theatre Studies class ? Sarah Beese, Elizabeth Floyd, Jayme Mantos and Ashley Meeks ? wrote the play for class. It is the first fully developed play the group has ever produced.

The women found inspiration in Edgar Allan Poe?s work as they started writing the play. This deceased writer feasted on gothic horror and wrote some of the most disturbing pieces in American literature.

Monday night was a full house. Audience members walked quickly inside the theater to find a seat in the middle ? a seat on the end of a row would surely mean interacting with the horrors up close and personal. The room was foggy with dim lighting until the start of the play, when it went almost completely black.

Beese, clothed in black and holding a small candle, entered the stage first. Before exiting the stage, she warned the audience to guard their souls.

?Lucid Nightmares? was split into three parts, each performance challenging the insanity of its characters. The title of the play itself questioned the reality of each scene. While some sections appeared realistic, others seemed more dreamlike.

The playwrights seemed to know when the audience would feel calm because as soon as the tension started to die down, something would happen ? a suffocation, a confession or a fantastical change ? and viewers would be gripping their seats again.

The women also knew how to include precise and intriguing details to disturb the audience, such as an old woman?s obsession with a dead youth?s teeth. The playwrights were also aware of how to successfully portray two different scenes at the same time and have their viewers understand what had happened.

The second section of the play started after a somewhat unorganized and lengthy blackout, and the Harold Studio presented other difficulties for the cast and crew. The platforms the performers walked across were exceptionally squeaky, which was sometimes favorable since the effect created additional anxiety. But when it became difficult to hear the performers speak, it was easy to lose track of what was happening.

Aside from minor technical flaws like microphone static and fog machines? sputters, ?Lucid Nightmares? was a remarkably well-done play in an industry where horror is rarely experimented with or attempted at all.

THE RESET: Obama can cheer progress on nominations

Although scant progress has been made toward averting deep automatic budget cuts that begin Friday, President Barack Obama can welcome some forward motion elsewhere ? on Cabinet nominations and on the economy.

After contentious confirmation hearings, the nominations of former Republican Sen. Chuck Hagel of Nebraska to be defense secretary and former White House Chief of Staff Jacob Lew as Treasury secretary both advanced Tuesday.

The Senate overcame Republican delaying tactics, voting 71 to 27 to move ahead on Hagel. Sixty votes had been required. The Senate was expected to confirm Hagel as early as later Tuesday.

And the Senate Finance Committee approved Lew's nomination, 19-5, to succeed Timothy Geithner, sending it to the full Senate for a confirmation vote in the days ahead.

Also, new private economic forecasts suggest the U.S. economy was stronger at the close 2012 than first reported.

The Commerce Department had said the economy shrank at a 0.1 percent annual rate in the October-December quarter, but it is expected to revise that upward on Thursday to show a slight gain. That would follow upgrades by private forecasters.

That suggests the economy, while sluggish, isn't in recession territory.

Also, home prices rose at a healthy pace in December compared with a year ago, and strong earnings reports came from Home Depot and Macy's.

Obama continued attempting end runs around Congress to rally public support in locales and before audiences that would be hardest hit by the looming "sequester" spending cuts. He spoke Tuesday at Newport News Shipbuilding on the impact of the cuts on defense industries and the Virginia economy.

Republicans accuse him of failing to help negotiate ways to soften the blows while insisting on new tax increases. House Majority Whip Kevin McCarthy, R-Calif., calls him a "road show president."

Democrats counter that Republicans are foot dragging. "It is critical that Republicans and Democrats come together to find a balanced way to avert these drastic cuts," said Senate Majority Leader Harry Reid, D-Nev.

Twilight wins worst picture, worst actress awards at Razzies

LOS ANGELES ? The Twilight team finally has earned some love ? or loathing ? from Team Razzies.

The Twilight Saga: Breaking Dawn ? Part 2 was picked as last year's worst picture Saturday by the Razzies, an Academy Awards spoof that hands out prizes for Hollywood's lousiest movies on the eve of the Oscars.

The finale to the blockbuster supernatural romance dominated the Razzies with seven awards, including worst actress for Kristen Stewart, supporting actor for Taylor Lautner, director for Bill Condon and worst screen couple for Lautner and child co-star Mackenzie Foy.

Adam Sandler was named worst actor for the raunchy comedy That's My Boy, his second-straight win after 2011's Jack and Jill, which swept all 10 Razzie categories a year ago. Pop singer Rihanna won worst supporting actress for the action dud "Battleship."

Twilight movies had been well represented in Razzie nominations over the years but had not won any key awards there. Razzie voters joke that as with The Lord of the Rings finale winning best picture at the Academy Awards, they were waiting for the last Twilight flick on which to heap their scorn.

"I have a pet theory, which is that the box office on Twilight films is very impressive, but my theory is that instead of 40 million individual girls going to see it, it's 8 million girls going to see it five times each. People who love those movies just adore them," said Razzies founder John Wilson. "I believe the attitude of people who really love 'Twilight' movies toward this subject is very similar to the pomposity with which the Academy Awards addresses the whole rest of the world. Our whole existence is all about making fun of pompous, so 'Twilight' really is right up our alley."

The Twilight finale also won for worst screen ensemble and worst remake, rip-off or sequel. For worst picture, it beat out Battleship, 'That's My Boy, the family flick The Oogieloves in the Big Balloon Adventure and Eddie Murphy's comedy flop A Thousand Words.

Stewart's worst-actress prize came for both Twilight and her fairy-tale update Snow White and the Huntsman.

In the five Twilight movies, Stewart stars as sullen teen Bella Swan, who falls for ageless vampire hunk Edward Cullen (worst-actor nominee Robert Pattinson) and finds herself at the centre of a love triangle with him and her childhood pal, werewolf stud Jacob Black (Lautner).

Stewart set a consistent standard of emotional stoniness throughout the Twilight movies, Wilson said.

"Acting should involve having an expression on your face, and she is blank, other than the morose kind of half-Goth thing her character does," Wilson said. "I didn't realize Snow White and Bella were soul sisters, because of the very limited range of what she can do. I think it was Dorothy Parker who said about Katharine Hepburn that she runs the 'gamut of emotions from A to B.' Kristen Stewart is so expressionless she might as well be a brick wall."

Sandler's That's My Boy, which also won the worst-screenplay Razzie, flopped at the box office and continues a gradual decline in receipts for the comic actor's movies.

"He's an enormous star who is on what I call the 'down-alator' of his career," Wilson said. "He's about to step off the same cliff Eddie Murphy stepped off about 10 years ago. Eddie Murphy has never come back, and Murphy is more talented."

(AP) ? It's always fun to hear what Jennifer Lawrence has to say ? even if you have to lip read because she's being bleeped.

The bleeping started early for the charmingly blunt Lawrence, a best actress nominee for "Silver Linings Playbook," as ABC silenced her cheeky red carpet response to actress Kristin Chenoweth.

The two were bonding over "Dance Moms," the Lifetime reality series, when Lawrence asked Chenoweth if she liked it too.

Chenoweth: "Is the pope Catholic?"

Lawrence: "... ?" (We can't print her reply here, but the reference was to something a bear does in the woods.)

And the night, as they say, was still very young. Stay tuned!

Joaquin Phoenix didn't waste any time getting into the Dolby Theatre, and the Oscar-nominated actor's dash across the red carpet didn't go unnoticed.

Red carpet host Chris Connelly heckled Phoenix, who has criticized the awards show, as he rushed by, saying he was setting new speed records.

Connelly then added, "You should be at the (NFL) combine," a reference to the athletic tests NFL recruits go through.

Oscar bleacher fans got a wave from some stars such as Jane Fonda, and a peace sign from others, including Channing Tatum.

Then there were those who pulled out all the stops.

Tim Burton and Helena Bonham Carter paused on the red carpet to pose for pictures for star-struck fans.

Melissa McCarthy stopped to beam and wave at every section of the bleachers, all but ignoring the professional photographers surrounding her.

Jessica Chastain blew the crowd a kiss.

And Joseph Gordon-Levitt topped it all off with an appreciative bow to his audience.

Even the food gets the red-carpet treatment at the Academy Awards.

Celebrity chef Wolfgang Puck rolled a tray out onto the carpet to show off just a few of the goodies that will be served at the annual Governor's Ball following the show.

Making the scene were baked potatoes with caviar, smoked salmon, chicken pot pie with truffle, Kobe steak, sushi, sashimi and of course Puck's famous gold-dusted chocolate Oscar statuettes.

"It's going to be the greatest party ever," he said.

With more than a half-hour to show time and the red carpet still buzzing outside, some early bird Oscar attendees were already taking their seats inside the Dolby Theatre.

And why not? It's a great place to see and hear ABC's red carpet coverage, featuring Kristin Chenoweth, as it blasted away on giant TV screens hanging above the stage.

A few months ago, Army Sgt. 1st Class Walter Talens was shooting footage in Afghanistan. On Sunday, he had a prime seat to watch the stars at the Academy Awards.

Talens was one of dozens of service members sprinkled around the fan bleachers, where he hoped to get a glimpse of actress Jennifer Lawrence from his second-row seat.

It was a new vantage point for him after working two Oscar shows filming shout-outs to troops overseas.

His boss, Maj. John Reynolds, relocated from a posting in Fort Leavenworth, Kan., a few months before last year's show and was hoping for a glimpse of Denzel Washington, Ben Affleck and Lawrence.

"I never thought I would be this close to the red carpet," said Reynolds, who had a front row seat where the stars entered the Dolby Theatre.

Talens, who noted the Oscars' longtime support of the troops, said, "I'm very happy the academy supports the military and allows us to see the glitz and glamour."

Sometimes in Hollywood it takes more than one try to get the perfect shot.

On Sunday afternoon, that was the case for the accountants bringing in the Oscar ballot results.

The men walked calmly down the red carpet clutching briefcases as a film crew recorded their every move. But before they could enter the Dolby Theatre, they had to repeat the last leg of their walk.

This time fans in the bleachers cheered. The cameras rolled and everyone was satisfied.

Cut. The men walked into the theater.

It's Hollywood.

HBT: Dodgers have talked extension with Mattingly

Dodgers manager Don Mattingly is entering the final chapter of a three-year contract that he signed in 2010. So it?s time to start printing more pages.

According to beat writer Dylan Hernandez of the Los Angeles Times, Dodgers officials have spoken to Mattingly recently ?about a new contract,? though there?s no hurry to get anything done this spring.

?We?ve talked to Don a lot about what he does and doesn?t want right now,? Dodgers chairman?Mark Walter said Saturday at the team?s spring training complex in Arizona. ?I think you might see something come up before the end of the year.?

Mattingly holds a 168-155 managerial record in his two seasons with the Dodgers. That?s all well and good, but the stakes are significantly higher now that the club boasts the largest payroll in the major leagues.

Mattingly does hold an option?for 2014, but the Dodgers don?t want to pick it up quite yet.

Hubble sees a glowing jet from a young star

Feb. 24, 2013 ? The Hubble Space Telescope has captured a new image showing an object known as HH 151, a bright jet of glowing material trailed by an intricate, orange-hued plume of gas and dust.

It is located some 460 light-years away in the constellation of Taurus (The Bull), near to the young, tumultuous star HL Tau.

In the first few hundred thousand years of life, new stars like HL Tau pull in material that falls towards them from the surrounding space. This material forms a hot disc that swirls around the coalescing body, launching narrow streams of material from its poles. These jets are shot out at speeds of several hundred kilometers (or miles) per second and collide violently with nearby clumps of dust and gas, creating wispy, billowing structures known as Herbig-Haro objects -- like HH 151 seen in the image.

Such objects are very common in star-forming regions. They are short-lived, and their motion and evolution can actually be seen over very short timescales, on the order of years. They quickly race away from the newly-forming star that emitted them, colliding with new clumps of material and glowing brightly before fading away.

NYPD Creates Team to Find Stolen Apple Products

BY CANDICE AVILES

If you?re in New York, you may want to keep a close eye on any Apple products you own. The New York Police Department and Apple are now teaming up to fight against Apple product theft.

This move is due to a significant spike in Apple product thefts nationwide, according to the Huffington Post. ?The New York Police Department said a rise in stolen Apple products -- nearly 4,000 more than the previous year -- caused a slight increase in the city?s annual crime index.?

The New York Post breaks down how the process works. Once an Apple product is stolen, detectives get the tracking numbers of the item. ?That number, known as the International Mobile Station Equity Identity, is then shared with the officers in Police Headquarters who pass it on to Apple... the company then informs the NYPD of the device?s current location.?

But it?s not just New York. Other police stations are reporting similar trends including Chicago, Los Angeles, and St. Louis.

The phenomenon of stolen apple products has even picked up the nickname ?apple-picking.? ?According to CNN, the NYPD?s detectives found that stolen apple products usually stay within the same state: ?About 75% of them stay in the city of New York.?

This effort to prevent ?apple-picking? has been something long in the works. ?TechCrunch reports, ?along with Apple?s direct work with the NYPD, the wireless industry as a whole has been working to form a database of tracking numbers to help keep theft down, or at the very least, return as many stolen devices as possible.?

But that effort won?t launch until November of 2013.

Iran selects 16 sites for new nuclear plants

TEHRAN, Iran (AP) ? Iran has selected 16 locations for the construction of nuclear power plants as part of a plan to generate 20,000 megawatts of electricity at multiple sites over the next 15 years.

State TV says Saturday that experts at the Atomic Energy Organization of Iran have finished studies to select the best locations across the country. It added that sites were chosen in part for their resistance to earthquakes and military air strikes.

The Islamic republic says it needs 20 large-scale plants to meet its growing electricity needs over the next one-and-a-half decades.

State TV also says that Iran has discovered new uranium resources in the country that will put its reserves at 4,400 tons compared to 1,527 tons three decades ago.

Fans injured when car sails into fence at Daytona

DAYTONA BEACH, Fla. (AP) ? At least 28 NASCAR fans were injured Saturday when large chunks of debris, including a tire, sailed into the grandstands when a car flew into the fence at Daytona International Speedway on a frightening last-lap accident in the second-tier Nationwide Series race.

The crash began as the field closed in on the finish line and sent rookie Kyle Larson's car sailing into the fence that separates the track from the seats.

Large chunks of Larson's car landed in the grandstands. The car itself had its entire front end sheared off, with the burning engine wedged through a gaping hole in the fence.

Daytona International Speedway President Joie Chitwood said 14 fans were treated on site, and 14 fans were taken to local hospitals. Chitwood did not give any updates on their conditions.

Volusia County spokesman Dave Byron said six people with serious injuries were taken by ambulance to Halifax Health Medical Center in Daytona Beach.

"Those six met the condition of trauma patients," Byron said, adding one person was also taken to Halifax in Port Orange. That injury was not serious.

Lindsay Rew, a spokeswoman for Florida Hospital Memorial Medical Center, said its Daytona Beach hospital had one fan there who was in good condition. She said they were expecting three more people who were coming by ambulance, but she didn't yet know their conditions.

"There obviously was some intrusion into the fence and fortunately with the way the event's equipped up, there were plenty of emergency workers ready to go and they all jumped in on it pretty quickly," NASCAR President Mike Helton said after the accident. "Right now, it's just a function of determining what all damage is done. They're moving folks, as we've seen, to care centers and take some folks over to Halifax Medical."

As emergency workers tended to injured fans and ambulance sirens wailed in the background, a somber Tony Stewart skipped the traditional post-race victory celebration.

Stewart, who won for the 19th time at Daytona and seventh time in the last nine season-opening Nationwide races, was in no mood to celebrate.

"The important thing is what going on on the frontstretch right now," said Stewart, the three-time NASCAR champion. "We've always known, and since racing started, this is a dangerous sport. But it's hard. We assume that risk, but it's hard when the fans get caught up in it.

"So as much as we want to celebrate right now and as much as this is a big deal to us, I'm more worried about the drivers and the fans that are in the stands right now because that was ... I could see it all in my mirror, and it didn't look good from where I was at."

The accident spread into the upper deck and emergency crews treated fans on both levels. There were five stretchers that appeared to be carrying fans out, and a helicopter flew overhead. A forklift was used to pluck Larson's engine out of the fence, and there appeared to be a tire in the stands.

Daytona President Joie Chitwood waited by steps as emergency workers attended to those in the stands. Across the track, fans pressed against a fence and used binoculars trying to watch. Wrecked cars and busted parts were strewn across the garage.

"It's a violent wreck. Just seeing the carnage on the racetrack, it's truly unbelievable," driver Justin Allgaier said.

It was a chaotic finish to a race that was stopped nearly 20 minutes five laps from the finish by a 13-car accident that sent driver Michael Annett to a local hospital, where his Richard Petty Motorsports team said he would be held overnight with bruising to his chest.

The race resumed with three laps to go, and the final accident occurred with Regan Smith leading as he headed out of the final turn to the checkered flag. He admittedly tried to block Brad Keselowski to preserve the win.

"I tried to throw a block, it's Daytona, you want to go for the win here," Smith said. "I don't know how you can play it any different other than concede second place, and I wasn't willing to do that today. Our job is to put them in position to win, and it was, and it didn't work out."

As the cars began wrecking all around Smith and Keselowski, Stewart slid through for the win, but Larson plowed into Keselowski and his car was sent airborne into the stands. When Larson's car came to a stop, it was missing its entire front end. The 20-year-old, who made his Daytona debut this week, stood apparently stunned, hands on his hips, several feet away from his car, before finally making the mandatory trip to the care center.

He later said his first thought was with the fans.

"I hope all the fans are OK and all the drivers are all right," Larson said. "I took a couple big hits there and saw my engine was gone. Just hope everybody's all right."

He said he was along for the ride in the last-lap accident.

"I was getting pushed from behind, I felt like, and by the time my spotter said lift or go low, it was too late," Larson said. "I was in the wreck and then felt like it was slowing down and I looked like I could see the ground. Had some flames come in the cockpit, but luckily I was all right and could get out of the car quick."

It appeared fans were lined right along the fence when Larson's car sailed up and into it.

"Honestly, the race itself pales in comparison to the injuries sustained by the fans," said Chip Ganassi, the team owner who has Larson in his driver development program. "Our thoughts and prayers go out to all the fans that were injured as a result of the crash. As for Kyle, I am very happy that he is OK."

Keselowski watched a replay of the final accident, but said his first thoughts were with the fans. As for the accident, he agreed he tried to make a winning move and Smith tried to block.

"He felt like that's what he had to do, and that's his right. The chaos comes with it," Keselowski said. "I made the move and he blocked it, and the two of us got together and started the chain events that caused that wreck. First and foremost, just want to make sure everyone in the stands is OK and we're thinking about them."

Keselowski said the incident could cast a pall on Sunday's Daytona 500.

"I think until we know exactly the statuses of everyone involved, it's hard to lock yourself into the 500," Keselowski said. "Hopefully, we'll know soon and hopefully everyone's OK. And if that's the case, we'll staring focusing on Sunday."

Mammoth debt hangs over next Italian government

MILAN | Fri Feb 22, 2013 9:49am GMT

MILAN (Reuters) - Whoever wins Italy's elections this weekend will inherit a 2 trillion euro (1.76 trillion pounds) public debt that is draining badly needed funds which would be better used to spur growth.

At 126 percent of gross domestic product, Italy's debt is at its highest since World War One. Tough austerity measures since November 2011 by the outgoing technocrat government of Mario Monti pulled Italy from the brink of a Greek-style financial collapse, but did not stop the debt mountain rising.

In the run-up to February 24-25 parliamentary elections, all the main parties have put forward their own debt-cutting recipes.

The anti-establishment 5-Star movement wants to temporarily freeze the payment of interest rates on Italian government bonds - something that would essentially amount to default.

Silvio Berlusconi's People of Freedom party proposes a massive sale of state-owned assets, while the centre-left PD, leading in opinion polls, plans to privatise some companies and negotiate softer debt targets with the European Union, that is currently asking to cut to 60 percent of GDP in 20 years.

But analysts say investors should not expect any significant debt reduction in the short term given Italy's painful recession and its history of anaemic growth rates.

Italy's debt cost 80 billion euros to service last year - equivalent to 5.5 percent of gross domestic product and four times the austerity budget implemented by Monti.

"What Rome could promise is to put the debt on a downward path with privatisations and policies aimed at boosting the growth rate of the economy," said Alberto Alesina, professor of Political Economy at Harvard university.

"No one thinks Italy can push its debt down towards 90 percent of GDP in a few years. A credible plan to reduce it would have to span 20 years," he said. "Italy needs a shock therapy for its economy."

JUST AHEAD OF HAITI

Between 2000 and 2010, average Italian growth has been less than 0.3 percent per year, making it not only the most sluggish economy in the euro zone but the third most inert in the world, ahead of only Zimbabwe, Eritrea and Haiti.

Between 2007 and 2013 the economy is expected to have actually contracted by 7 percent and unless that trend is reversed cutting debt is mission impossible.

"One of the biggest hurdles to reduce Rome's debt has been, is and will be the lack of growth," said Fedele De Novellis, economist at think-thank REF Ricerche.

The tax hikes and spending cuts undertaken by Monti's government brought Italy's primary surplus - budget surplus net of debt servicing costs - to around 3 percent of GDP at end 2012, the highest in the euro zone.

But that won't be enough if the economy doesn't grow, De Novellis said.

Analysts say the next government needs to boost the rate of growth to at least one percent a year.

This, together with average borrowing costs stable at their current level of 4 percent, would allow the government to reduce gradually the debt-to-GDP ratio to 90 percent in the next 20 years, without having to hike the primary surplus further.

To spur growth Italy must also strengthen an unpopular labour market reform, implement liberalisations, cut labour costs and overhaul its painfully slow judicial system, said Luca Mezzomo, head of macroeconomic research at Intesa Sanpaolo.

However, ratings agency Standard & Poor's warned this week that Italy risked losing the reforms momentum unless a clear winner emerges from the election.

Selling state assets would also help rein in debt. The state owns roughly 30 percent of energy groups ENI and Enel, while it is the sole owner of the postal service and the railroad companies.

However, market prices are so depressed that privatisations - a politically sensitive topic - would not be a game-changer in terms of debt reduction.

A report by Istituto Bruno Leoni, a pro-market think tank, estimated that if the Treasury sold all the company stakes it holds - including in the state broadcaster RAI - it would reap only 135 billion euros - lestt than 7 percent of the country's debt pile. ($1 = 0.7479 euros)

Satellite television or satellite television is television delivered through orbiting communications satellites located 37,000 km above the earth's surface.

cardsharing - The initial satellite tv signal was relayed from Europe for that Telstar satellite over North America in 1962. The first domestic United states satellite to hold television was Canada's Anik 1, that's been launched in 1973.

Satellite TV, like other communications relayed by satellite, begins with a transmitting satellite antenna at an uplink facility. Uplink satellite dishes are targeted at the satellite what has signals will be transmitted to, and so are very large, up to 9 to 12 meters (40-45 feet) across. The better the dish, the more often accurate positioning and improved signal reception on the satellite. It signals is transmitted to devices located on-board the satellite called transponders, which retransmit the satellite signal back on the Earth using a different frequency.

The satellite signal, quite weak after traveling through space, is collected using a parabolic receiving dish, which reflects the weak signal for your dish's center point and is also received, down-converted for some lower frequency band and amplified by way of a device called a low-noise block down converter, or LNB.

A brand new sort of satellite antenna, which does not use a directed parabolic dish and is utilized on a mobile platform for instance a vehicle, was recently announced by the University of Waterloo. On typically referred to as car satellite system.

The tv signal, now amplified, travels to a satellite tv receiver box through coaxial cable (RG-6 or RG-10; cannot be standard RG-59) and it is converted using a local oscillator for the L-band selection of frequencies (approximately). Special on-board electronics in the receiver box help tune the signal then convert it using a frequency that a standard television could use.

While you known, tv business in United states are mainly covered with two companies, Dish Network and DirecTV. In order to get a satellite television in your house, the options mostly are restricted to the disposable tv packages that proposed by every one Dish Network or DirecTV.

This is a quick take on Usa tv industry: Hughes's DirecTV, the original high-powered DBS system, went online in 1994 known as the first Us DBS service. In 1996, Echostar's Dish Network went online in the united states and possesses gone onto similar success.

Has evolution given humans unique brain structures?

Feb. 22, 2013 ? Humans have at least two functional networks in their cerebral cortex not found in rhesus monkeys. This means that new brain networks were likely added in the course of evolution from primate ancestor to human.

These findings, based on an analysis of functional brain scans, were published in a study by neurophysiologist Wim Vanduffel (KU Leuven and Harvard Medical School) in collaboration with a team of Italian and American researchers.

Our ancestors evolutionarily split from those of rhesus monkeys about 25 million years ago. Since then, brain areas have been added, have disappeared or have changed in function. This raises the question, 'Has evolution given humans unique brain structures?'. Scientists have entertained the idea before but conclusive evidence was lacking. By combining different research methods, we now have a first piece of evidence that could prove that humans have unique cortical brain networks.

Professor Vanduffel explains: "We did functional brain scans in humans and rhesus monkeys at rest and while watching a movie to compare both the place and the function of cortical brain networks. Even at rest, the brain is very active. Different brain areas that are active simultaneously during rest form so-called 'resting state' networks. For the most part, these resting state networks in humans and monkeys are surprisingly similar, but we found two networks unique to humans and one unique network in the monkey."

"When watching a movie, the cortex processes an enormous amount of visual and auditory information. The human-specific resting state networks react to this stimulation in a totally different way than any part of the monkey brain. This means that they also have a different function than any of the resting state networks found in the monkey. In other words, brain structures that are unique in humans are anatomically absent in the monkey and there no other brain structures in the monkey that have an analogous function. Our unique brain areas are primarily located high at the back and at the front of the cortex and are probably related to specific human cognitive abilities, such as human-specific intelligence."

The study used fMRI (functional Magnetic Resonance Imaging) scans to visualise brain activity. fMRI scans map functional activity in the brain by detecting changes in blood flow. The oxygen content and the amount of blood in a given brain area vary according to a particular task, thus allowing activity to be tracked.

(AP) ? One of the last things the bearded fighters did before leaving this city was to drive to the market where traders lay their carpets out in the sand.

The al-Qaida extremists bypassed the brightly colored, high-end synthetic floor coverings and stopped their pickup truck in front of a man selling more modest mats woven from desert grass, priced at $1.40 apiece. There they bought two bales of 25 mats each, and asked him to bundle them on top of the car, along with a stack of sticks.

"It's the first time someone has bought such a large amount," said the mat seller, Leitny Cisse al-Djoumat. "They didn't explain why they wanted so many."

Military officials can tell why: The fighters are stretching the mats across the tops of their cars on poles to form natural carports, so that drones cannot detect them from the air.

The instruction to camouflage cars is one of 22 tips on how to avoid drones, listed on a document left behind by the Islamic extremists as they fled northern Mali from a French military intervention last month. A Xeroxed copy of the document, which was first published on a jihadist forum two years ago, was found by The Associated Press in a manila envelope on the floor of a building here occupied by al-Qaida of the Islamic Maghreb.

The tipsheet reflects how al-Qaida's chapter in North Africa anticipated a military intervention that would make use of drones, as the battleground in the war on terror worldwide is shifting from boots on the ground to unmanned planes in the air. The presence of the document in Mali, first authored by a Yemeni, also shows the coordination between al-Qaida chapters, which security experts have called a source of increasing concern.

"This new document... shows we are no longer dealing with an isolated local problem, but with an enemy which is reaching across continents to share advice," said Bruce Riedel, a 30-year veteran of the CIA, now the director of the Intelligence Project at the Brookings Institution.

The tips in the document range from the broad (No. 7, hide from being directly or indirectly spotted, especially at night) to the specific (No 18, formation of fake gatherings, for example by using dolls and statues placed outside false ditches to mislead the enemy.) The use of the mats appears to be a West African twist on No. 3, which advises camouflaging the tops of cars and the roofs of buildings, possibly by spreading reflective glass.

While some of the tips are outdated or far-fetched, taken together, they suggest the Islamists in Mali are responding to the threat of drones with sound, common-sense advice that may help them to melt into the desert in between attacks, leaving barely a trace.

"These are not dumb techniques. It shows that they are acting pretty astutely," said Col. Cedric Leighton, a 26-year-veteran of the United States Air Force, who helped set up the Predator drone program, which later tracked Osama bin Laden in Afghanistan. "What it does is, it buys them a little bit more time ? and in this conflict, time is key. And they will use it to move away from an area, from a bombing raid, and do it very quickly."

The success of some of the tips will depend on the circumstances and the model of drones used, Leighton said. For example, from the air, where perceptions of depth become obfuscated, an imagery sensor would interpret a mat stretched over the top of a car as one lying on the ground, concealing the vehicle.

New models of drones, such as the Harfung used by the French or the MQ-9 "Reaper," sometimes have infrared sensors that can pick up the heat signature of a car whose engine has just been shut off. However, even an infrared sensor would have trouble detecting a car left under a mat tent overnight, so that its temperature is the same as on the surrounding ground, Leighton said.

Unarmed drones are already being used by the French in Mali to collect intelligence on al-Qaida groups, and U.S. officials have said plans are underway to establish a new drone base in northwestern Africa. The U.S. recently signed a "status of forces agreement" with Niger, one of the nations bordering Mali, suggesting the drone base may be situated there and would be primarily used to gather intelligence to help the French.

The author of the tipsheet found in Timbuktu is Abdallah bin Muhammad, the nom de guerre for a senior commander of al-Qaida in the Arabian Peninsula, the Yemen-based branch of the terror network. The document was first published in Arabic on an extremist website on June 2, 2011, a month after bin Laden's death, according to Mathieu Guidere, a professor at the University of Toulouse. Guidere runs a database of statements by extremist groups, including al-Qaida in the Islamic Maghreb, and he reviewed and authenticated the document found by the AP.

The tipsheet is still little known, if at all, in English, though it has been republished at least three times in Arabic on other jihadist forums after drone strikes took out U.S.-born cleric Anwar al-Awlaki in Yemen in September 2011 and al-Qaida second-in-command Abu Yahya al-Libi in Pakistan in June 2012. It was most recently issued two weeks ago on another extremist website after plans for the possible U.S. drone base in Niger began surfacing, Guidere said.

"This document supports the fact that they knew there are secret U.S. bases for drones, and were preparing themselves," he said. "They were thinking about this issue for a long time."

The idea of hiding under trees to avoid drones, which is tip No. 10, appears to be coming from the highest levels of the terror network. In a letter written by bin Laden and first published by the U.S. Center for Combating Terrorism, the terror mastermind instructs his followers to deliver a message to Abdelmalek Droukdel, the head of al-Qaida in the Islamic Maghreb, whose fighters have been active in Mali for at least a decade.

"I want the brothers in the Islamic Maghreb to know that planting trees helps the mujahedeen and gives them cover," bin Laden writes in the missive. "Trees will give the mujahedeen the freedom to move around especially if the enemy sends spying aircrafts to the area."

Hiding under trees is exactly what the al-Qaida fighters did in Mali, according to residents in Diabaly, the last town they took before the French stemmed their advance last month. Just after French warplanes incinerated rebel cars that had been left outside, the fighters began to commandeer houses with large mango trees and park their four-by-fours in the shade of their rubbery leaves.

Hamidou Sissouma, a schoolteacher, said the Islamists chose his house because of its generous trees, and rammed their trucks through his earthen wall to drive right into his courtyard. Another resident showed the gash the occupiers had made in his mango tree by parking their pickup too close to the trunk.

In Timbuktu also, fighters hid their cars under trees, and disembarked from them in a hurry when they were being chased, in accordance with tip No. 13.

Moustapha al-Housseini, an appliance repairman, was outside his shop fixing a client's broken radio on the day the aerial bombardments began. He said he heard the sound of the planes and saw the Islamists at almost the same moment. Abou Zeid, the senior al-Qaida emir in the region, rushed to jam his car under a pair of tamarind trees outside the store.

"He and his men got out of the car and dove under the awning," said al-Housseini. "As for what I did? Me and my employees? We also ran. As fast as we could."

Along with the grass mats, the al-Qaida men in Mali made creative use of another natural resource to hide their cars: Mud.

Asse Ag Imahalit, a gardener at a building in Timbuktu, said he was at first puzzled to see that the fighters sleeping inside the compound sent for large bags of sugar every day. Then, he said, he observed them mixing the sugar with dirt, adding water and using the sticky mixture to "paint" their cars. Residents said the cars of the al-Qaida fighters are permanently covered in mud.

The drone tipsheet, discovered in the regional tax department occupied by Abou Zeid, shows how familiar al-Qaida has become with drone attacks, which have allowed the U.S. to take out senior leaders in the terrorist group without a messy ground battle. The preface and epilogue of the tipsheet make it clear that al-Qaida well realizes the advantages of drones: They are relatively cheap in terms of money and lives, alleviating "the pressure of American public opinion."

Ironically, the first drone attack on an al-Qaida figure in 2002 took out the head of the branch in Yemen ? the same branch that authored the document found in Mali, according to Riedel. Drones began to be used in Iraq in 2006 and in Pakistan in 2007, but it wasn't until 2009 that they became a hallmark of the war on terror, he said.

"Since we do not want to put boots on the ground in places like Mali, they are certain to be the way of the future," he said. "They are already the future."
