Kenya raises 2013 tea output forecast on good weather

NAIROBI (Reuters) - Kenya has raised its tea production and export earnings projections for this year thanks to good weather, while prices were expected to rise in the second half of the year, the regulator Tea Board of Kenya said on Friday.

The east African producer, which is the world's biggest exporter of black tea, expects to produce 410-415 million kg of tea, up from 369 million kg last year, the board said.

It expects earnings to rise to 120 billion shillings up from 112 billion shillings last year and higher than the board's estimate in January for earnings of 116 billion shillings. Tea is one of Kenya's main sources of hard currency.

"The weather has been good. We have had good rains throughout the year and we don't have frost or any other adverse weather conditions," Peter Kibiku, the board's research and information manager, told Reuters.

Speaking on the sidelines of a conference, he said the average price per kg was expected to rebound in the second half of this year after slipping to $2.87 per kg in the first half from $3.02 per kg in the same period last year.

"Going forward we are going to see an upward trend particularly during the third quarter of the year," he said.

He said the cold season had already set in, which normally leads to a drop in production and a spike in prices.

Prices of tea have risen over the last five years on the back of the commodities boom driven by higher demand in emerging markets like China and India.

Samuel Ogola, the technical services manager at the board, said higher prices had boosted farmer income, which was being re-invested and helping lift production.

"There is a lot of rehabilitation of farms that were not well taken care of," he said. "There is a bit of expansion. Quite a number of middle and large estates are replacing old tea bushes with new high yielding clones and those are driving production."

The main risk facing the Kenyan tea industry was an over-reliance on black tea, he said, adding farmers should consider diversifying into other products, such as purple and green teas.

The east African nation was also cultivating new markets in Africa. Its main buying nations are Egypt, Pakistan and Britain.

"We are looking at the west of Africa like Nigeria, Niger, Ghana and Mali. They are mainly not very good tea drinkers but the demand is substantial based on our initial research," he said.

New Terminator Movie Set for 2015

It looks like the producers have given up on Terminator 5 and will instead reboot the franchise with "a stand-alone trilogy", the first of which is set for release on June 26, 2015, according to a joint press release by Skydance Productions, Annapurna Pictures and Paramount Pictures.

While Arnold Schwarzenegger is not mentioned in the release, he is expected to return to play the T-800 and has confirmed as much in an interview. Joining Schwarzenegger may be Dwayne Johnson, who is rumored to be playing the big, bad robot in the movie.

A director has not been announced, but filming is said to begin sometime in January 2014, according to Schwarzenegger. Now that Justin Lin is off Fast & Furious 7, perhaps he's coming back to direct the new Terminator movie.

Skydance Productions, Annapurna Pictures and Paramount Pictures have jointly announced they will partner on a rebooted "TERMINATOR" movie, to be released by Paramount Pictures on June 26, 2015.

The first in a stand-alone trilogy, "TERMINATOR" will be produced by Megan Ellison of Annapurna and David Ellison of Skydance. Dana Goldberg and Paul Schwake of Skydance will serve as executive producers. Laeta Kalorgridis ("Avatar," "Shutter Island") and Patrick Lussier ("Drive Angry") are attached to write the screenplay.

Launched in 1984 with star Arnold Schwarzenegger as the title character, "TERMINATOR" spanned 3 subsequent films, which have earned over $1 billion at the worldwide box office.

David Ellison most recently executive produced, along with his partners at Paramount, "World War Z," "Star Trek Into Darkness," "G.I. Joe: Retaliation" and "Mission: Impossible ? Ghost Protocol". A 5th installment of in the "Mission: Impossible" franchise is in active development, along with a 3rd film in the "G.I. Joe" franchise, among other films.

Megan Ellison most recently produced the Academy Award?-nominated "Zero Dark Thirty," "The Master" and executive produced "Spring Breakers" via her Annapurna Pictures banner and has David O. Russell's "American Hustle," Spike Jonze's "Her," and Bennett Miller's "Foxcatcher" set for release later this year.

Theory.io has released NoteSuite, a new integrated productivity app. It's the sequel to Projectbook, Theory's best-selling app from 2012. But NoteSuite takes the core idea of Projectbook and extends it much further - plus it adds support for OS X, so you can organize yourself from whatever machine you're working.

NoteSuite helps you take notes, manage to-dos, clip web pages, annotate content, read and search PDFs and MS Office files and web clips together. What's more, it syncs and backs up the data, and unlike some other products in this category like Evernote, it doesn't require a subscription fee.

On the 10-acre fenced hillside beyond, contractors paced a freshly flattened area ringed with low acacia bushes and newly planted clusters of red-flowered aloes, the signature species of South Africa?s Eastern Cape.?

This work may be necessary for when South Africa?s revered first black president passes on. The cluster of villages is called Qunu and it is where Mr. Mandela ? whose clan name is Madiba ? grew up herding sheep and cattle, and it is where he requested burial.?

But there is something both distasteful and taboo in Qunu about preparing for the time after someone?s death, before they die.?

?We know for someone like Madiba, things have to be ready,? says Sikholiwe Nduna, a college-age kid in a green beanie hat who was watching goats graze the land his father owns overlooking Mandela?s home.

?But some people here, they are finding it very difficult. All the preparations, all the talk of Madiba as if he is already dead. It is something offensive, and at emotional times like this, it annoys people.?

The international media, and their daily calls to check unceasing rumors about Mandela?s demise, have borne the brunt of criticism for ?burying him before he is dead,? in Mr. Nduna's words. At the same time, many residents of Qunu expressed immense pride and gratitude at reports of millions of people around the world praying for Mandela?s recovery.?

One online publication this week actually ran a story that the senior statesman and moral icon had died, which later proved to be greatly exaggerated, to evoke Mark Twain's phrase.?

Perhaps the most evocative expression of family irritation came from Mandela's eldest daughter, Makaziwe, in an interview?yesterday with South Africa?s state broadcaster, SABC.

?It's like truly vultures waiting when a lion has devoured a buffalo, waiting there for the last carcasses,? she said. ?That's the image that we have, as a family.?

Her nephew, Mandla, said in a statement that all people, not just the media, who were speculating on Mandela?s illness should ?desist from spreading mischievous rumors.?

Winnie Mandela, the statesman?s ex-wife, weighed in?today. ?It becomes difficult to understand the seeming impatience and statements like 'It is time for the family to let go',? she told reporters in Soweto.

?These are insensitive statements that no one would like to be made about their grandfather. Please understand the sensitivities and feelings of the family," she said.

In Qunu, apart from the crew laying the new road and one lonely international television cameraman leaning on his tripod opposite Mandela?s house, life continued as normal?today.

?Why shouldn?t it?? asks Themba Toni, standing huddled with friends against the chilly morning air. ?It is very wrong to assume someone is going to die. Instead, everyone should be praying for his recovery.?

In the tradition of the Xhosa, the tribe whose myriad clans populate these lands, preparing for someone?s death offends the spirits, says Nokuzola Tetani, who works at the Nelson Mandela Museum in Qunu.

?Even if your father or husband is very sick and in the hospital, you must wake in the morning and open the doors and windows to his house, and sweep the floor and keep it tidy,? she says.

?If you shut it up, the ancestors will see, and think you have shut up the person too. You need to show them that you expect the person to get better.?

Counties of WIThe Wisconsin housing statistics are in for May?of 2013. Here is an excerpt from what the Wisconsin Realtors? Association (WRA) had to say:

Strong home sales in Wisconsin for May helped boost prices up, according to the most recent statistical report released by the Wisconsin REALTORS??Association (WRA).?The sale of existing homes in May increased 18.2 percent over last May, now the 23rd straight month of positive sales growth in Wisconsin, which helped push the median price up 4.3 percent to a statewide median of $144,000.

?These are very positive signals and represent an uptick from the pace of sales established in the first four months of the year,? said Renny Diedrich, chairman of the WRA board of directors. Existing home sales rose 10.3 percent from January through April this year compared to that same four-month period in 2012. ?There?s no doubt consumer demand has been strong over the last couple of years, but now we?re also seeing sellers jump back in the market as well,? Diedrich said.

?Prices showed solid but sustainable growth,? said Michael Theo, WRA President and CEO. ?We saw some large increases in median prices in March and April, so it?s good to see more modest increases in May.?

Judge seals records in Lloyd murder investigation

A stunning, surreal day has taken yet another stunning, surreal turn.

Aaron Hernandez has been charged with the murder of Odin Lloyd.

It?s one of several charges filed today against Hernandez, arising directly from the June 17 discovery of Odin Lloyd?s body less than a mile from Hernandez?s home.

Lloyd, according to the prosecutor, was shot multiple times.

The prosecutor also explained that there was no evidence of a robbery, and that Lloyd?s phone showed communications with Hernandez in the hours preceding his death.? Lloyd?s sister told authorities that Lloyd left his home that morning at 2:30 a.m. in a car believed to belong to Hernandez.

The prosecutor told the court that roughly six to eight hours of footage were missing from Hernandez?s surveillance system after the murder.? The prosecutor likewise outlined a series of text messages indicating a desire by Hernandez to meet with Lloyd, along with instructions that one or more others urging them to return to the area, presumably for the meeting with Lloyd.

Text messages and public surveillance cameras, per the prosecutor, indicate that Hernandez picked up Lloyd at 2:30 a.m. ET and drove back to North Attleboro.? The prosecutor claims that Hernandez then told Lloyd he was upset that Lloyd had said certain things to others, making it hard for Hernandez to trust him.

Likewise, the prosecutor explained that Lloyd sent text messages while in the car with Hernandez, making others aware that he was with Hernandez.

The prosecutor said that workers at the industrial park heard gunshots, and that surveillance cameras allow prosecutors to piece together that the car Hernandez was driving was at the industrial park, and within minutes thereafter at Hernandez?s home.

The prosecutor said that Hernandez?s surveillance system shows a person getting out of the car with a gun after the shooting, and walking through the house with the gun.? Shortly after that, the surveillance system shuts down.

Perhaps most importantly, the prosecutor said a shell casing was found in the car rented by Hernandez.? It matches the shell casings found at the scene of the shooting, according to the prosecutor.

The prosecutor called it an ?execution,? and he characterized Hernandez as the person who orchestrated the crime, had the motive and means to kill Lloyd, and engaged in efforts to cover up the crime, including telling his fianc?e to stop talking to police.

The prosecutor concluded his remarks by asking that Hernandez be jailed without bail.

Hernandez?s lawyer, Michael Fee, then called the case ?weak? and ?circumstantial.?? He argued that Hernandez is not a flight risk, and that it would be impractical for him to flee.

Today was a historic day for equality, as the U.S. Supreme Court struck down the misleadingly named Defense of Marriage Act (DOMA). Futurist thinkers have been imagining this day for years, and back in 1990 Newsweek gave hints about what marriage might look like in the world of tomorrow.

DOMA was signed into law in 1996 as a reactionary, bipartisan response to the slowly swelling tide of gay acceptance happening in the U.S. during the early 1990s. As Newsweek put it in 1990, it was "surprising" that gay and lesbian couples (with and without children) were beginning to be recognized as families by the American public. Surprising or not, "mainstream" American culture in the 1990s was coming to realize that what constitutes a family couldn't be defined by "Leave It To Beaver," or any other cultural touchstone that romanticized a familial past that never was.

The Winter/Spring special edition of Newsweek from 1990 is an interesting artifact from this pre-DOMA era. The magazine looked at the family of the 21st century in many of its different forms, including gay couples. While the magazine doesn't promise that gay marriage is on the horizon, they profiled a few different families with same-sex partners, including a couple from California who had adopted two children:

Among these nontraditional parents are Michael Pesce, 35, and Jonathan Jarnig, 36. Pesce, a social worker, and Jarnig, a maitre d' at a restaurant, live in a three-bedroom house in suburban Sacramento with their two kids, James, 7, and Carly, 5. Parenthood was always a compelling goal for both men; they even discussed it on their second date seven years ago. "I didn't feel like a whole person without kids," recalls Jarnig. "I didn't feel it was right for gay people to be robbed of a sense of family." The couple, whom the kids call Dad and Poppa, are among fewer than a dozen gay couples in the United States who have been granted "joint adoption," which means both fathers have the same secure legal relationship to the children.

The magazine went on to explain just how normal (and boring) the couple was. The gays: they're just like us!

"Our values really are the same as those of our parents," says Jarnig. "We just happen to be two men." "We're really quite boring," adds Pesce. "Just homebodies. We're Ozzie and Harry." Their home is one with rules and structure: no playing in the living room, cleaning up the family room after play, and no candy. But it's also one with love and understanding for the children, who are Hispanic siblings. "It's important to tell them every night that they're valued and loved," says Pesce.

In a sidebar to the story, Newsweek outlined the various rights of domestic partners that had been accruing in some progressive American cities since the late 1980s:

New York

In July 1989 the Court of Appeals held that a long-term, live-in gay couple may be considered a family under the state's rent-control regulations.

San Francisco

In June 1989 the Board of Supervisors passed legislation recognizing homosexual and unmarried heterosexual couples as families and allowed for registration of "domestic partners."

Madison

In August 1988 the city council OK'd sick and bereavement leave to domestic partners of city employees and extended the right of domestic partners to live in single-family zones.

West Hollywood

In December 1988 the California city became "self-insured" and offered medical benefits to domestic partners, extending a 1985 ordinance permitting domestic partners official registration and hospital and prison visitation rights.

The article put the U.S. family census figures into perspective for a 1990s audience. According to Newsweek's citation of the latest figures at the time, 1.6 million same-sex couples were living together in 1988, and about a quarter of America's 91 million households fit what the magazine called a "traditional" model for a family ? one that we can guess means a heterosexual married couple with children.

But how those same-sex couples were counted obviously varied, since only about 150,000 same-sex couples were accounted for in the ?same-sex unmarried partner? category in the official 1990 U.S. census ? far fewer than the 1.6 million number that Newsweek gave for just two years earlier.

Figures from the annual census reports underscore Leonard's argument. Fewer than 27 percent of the nation's 91 million households in 1988 fit the traditional model of a family. At the same time, the bureau has counted 1.6 million same-sex couples living together, up from 1.3 million in 1970, and 2.6 million opposite-sex couples sharing a household, up from just half a million in 1970. Reasons cited for these demographic changes include divorce, delayed marriage and the growth of the gay-liberation movement. For now the Census Bureau still excludes most nontraditional arrangements from its "family" category. But Paul Glick, until 1981 the department's senior demographer, thinks the federal legal definition of family could broaden considerably in the next 20 years.

And here we are, 23 years later with a definitive victory for marriage equality. Sure, there's still plenty of work to be done at the state level to ensure that families are treated equally. But at least at the federal level, the retrofuture promise of marriage equality in the United States has finally arrived.

Canucks hire fired Rangers coach John Tortorella

VANCOUVER, British Columbia (AP) ? The Vancouver Canucks hired John Tortorella to be their new coach on Tuesday.

Tortorella was recently fired by the New York Rangers after they lost to the Boston Bruins in the second round of the playoffs in five games.

The 55-year-old Tortorella replaces former Canucks coach Alain Vigneault, who took over for him as the Rangers coach last week.

Tortorella has been an NHL coach since 2001. He led the Tampa Bay Lightning to the Stanley Cup championship in 2004.

The Boston native said during a news conference on Tuesday that he has longed to coach a team in Canada.

"To be involved with this, I couldn't be more excited," Tortorella said. "It's always something I thought about and wanted the opportunity."

As coach of the Rangers the past five seasons, Tortorella led New York to the playoffs three times.

"John has coached championship teams and is passionate about winning," Canucks general manager Mike Gillis said in a statement. "He has a proven ability to bring the best out of his players and we believe he has all of the qualities to bring our team success."

Tortorella has reached the playoffs eight times and won the Jack Adams Award as NHL coach of the year in 2004. Known for his fiery and often abrasive style, he was let go four days after the Rangers' season ended against the Eastern Conference champion Bruins.

"I know how important that part of the job is here," Tortorella said of dealing with the media. "When you lose your job, you crawl into a hole a little bit, you reassess yourself, you try to learn, and I have certainly gone through that process.

"Have I made mistakes? Absolutely. I make my own bed in this type of situation with the perception of myself in the media. But I know how important it is with this job here, especially in this city and this province."

However, the demanding coach said he won't change his stance on player accountability, and said everyone including scoring stars Henrik and Daniel Sedin will have a lot asked of them ? including killing penalties and blocking shots.

"We have a really good leadership group ... but we have not won the Stanley Cup," he said. "There's going to be more asked of (the players), and that starts from the twins right on down."

Tortorella was an assistant with the Rangers in the 1999-2000 season and took over for John Muckler as coach for the final four games. Tortorella later spent seven seasons as coach of the Lightning before returning to the Rangers in February 2009 after head coach Tom Renney was fired.

Vigneault was let go after the Canucks were eliminated in the first round of the playoffs for the second straight year. He guided the Canucks to a berth in the Stanley Cup Final in 2011 and helped the team win two Presidents' trophies and six Northwest Division titles.

Tortorella, the career leader in wins by a U.S.-born coach with 410, served as an assistant for the American team that won silver at the 2010 Vancouver Olympics. He also handled head coaching duties for Team USA at the 2008 world championship and served as an assistant coach at the event in 2005.

Supermoon: Why it's the best lunar show in the solar system (+video)

Supermoon peaked Sunday morning, but good viewing will continue for the next few days. The unusual relationship between Earth and the moon makes supermoon a particularly good show.

"Supermoon" officially arrived at about 7 a.m. Eastern Daylight Time Sunday morning, with the moon making its closest swing by Earth this year. About a half hour later, the moon reached full status, making it appear 12 percent larger and 30 percent brighter than a regular full moon.

Don't worry if you missed it. The effect should still linger for a few nights, meaning Sunday, Monday, and even Tuesday should give a good sense of this year's supermoon.

And social media was alight with the event, with pictures of Saturday night's supermoon making an appearance from Facebook to Instagram.

The show is the product of a cosmic quirk. Since planets and moons orbit in ellipses, not circles, there are times when they are closer to what they're orbiting and times when they're farther away. For moons, the point when they're closest to their planet is called perigee, the point farthest away is called apogee.

For Earth and the moon, perigee and apogee happen once each month, since the moon orbits the Earth once every 27 days. But because of small inconsistencies in the orbits, the moon's closest approach and its farthest distance are always slightly different.

The moon hit its monthly perigee Sunday morning, but what makes it worthy of the name "supermoon" was that it was the closest perigee of 2013. Moreover, since it coincided almost perfectly with a full moon, the effect was enhanced.

The moon's farthest apogee this year has already happened and is set to repeat itself next year during the Jan. 15, 2014, full moon. To see the visual difference in size between a perigee and apogee moon, click here.?

But what makes the moon so special? If everything in the solar system orbits in an ellipsis, shouldn't we have a "supersun," too.

In fact, we do. Since we orbit the sun once a year, supersuns only happen once a year. Our closest swing to the sun, called perihelion, also already happened this year, and will happen again on Jan. 4, 2014. (An "un-supersun," when the sun seems smallest at aphelion, is just around the corner: July 5.)

But will there be this much buzz next January with sungazers filling Twitter with pictures of a gigantic sun? Don't count on it.

The reason? the sun is obviously much farther away from Earth than is the moon, so the effect is not so noticeable. For Earth, the distance between aphelion and perihelion is about 3 million miles. But even at perihelion, the Earth is still 91 million miles from the sun.?

In addition, Earth's orbit around the sun is more nearly circular than is the moon's orbit around us, with only Venus and Neptune having more circular orbits than Earth. Mercury has the most eccentric orbit ? ranging from a perihelion of 29 million miles to an aphelion of 43 million miles ? meaning it has a truly dramatic supersun (if you can stand the 800 degree Fahrenheit temperatures on the sun-side surface).

By contrast, the moon's orbit around Earth is the most elliptical orbit of any major moon in the solar system. Combine that with the fact that the moon is comparatively close to Earth, so it looks large in our skies, and supermoon earns its name.

Sam Houston State study receives outstanding paper award

HUNTSVILLE (6/25/13) -- Gun possession arrests made by a concentrated, proactive patrol unit in the Houston Police Department were linked to significant reductions in subsequent crimes involving firearms, a study by Sam Houston State University found.

"These findings add to the growing evidence that supports the use of directed patrols to target illegal gun possession in high crime locations," wrote Dr. William Wells, who co-authored the study with Yan Zhang and Jihong Zhao at SHSU's College of Criminal Justice. "An interesting phenomenon observed in Houston and in other cities is that relatively small numbers of additional gun seizures (and gun possession arrests in the current analysis) generate meaningful results."

The study examined the Houston Police Department's Crime Reduction Unit (CRU), which targets high crime areas with concentrated patrols, frequent contacts with suspicious individuals, and arrests for drug and weapons offenses. An analysis of gun arrests and crime reports shows that the volume of gun possession arrests by the unit had a "significant impact" on offenses committed with guns.

The Houston Police Department introduced the CRU in November 2007, and the study measured results from November 2007 to August 2008. During that time, CRU units concentrated their work in defined, high crime areas across the city and made 197 illegal gun possession arrests.

The study, "The effects of gun possession arrests made by a proactive police patrol unit," was published in Policing: An International Journal of Police Strategies & Management and recently was presented the 2013 Outstanding Paper Award from the Emerald Literati Network, a group representing 290 academic journals and 2,000 books.

"Ultimately, an outstanding paper should have that special something something that raises it above all the others and which the editor and Editorial Advisory Board can recognize and define for the rest of us," according to Emerald's Web Site. The Outstanding Paper Award recognizes the contribution of something new to the body of knowledge, excellent structure and presentation, rigorous analysis, relevance to practice, and up-to-date knowledge in the field.

AP sources: Obama to limit carbon at power plants

WASHINGTON (AP) ? President Barack Obama's national plan to combat climate change will include the first-ever regulations to limit carbon dioxide emissions from existing power plants, as well as increased production of renewable energy on public lands and federally assisted housing, environmental groups briefed on the plan said Monday.

In a major speech Tuesday at Georgetown University, Obama will announce that he's directing his administration to allow enough renewables on public lands to power 6 million homes by 2020, effectively doubling the capacity from solar, wind and geothermal projects on federal property. He'll also say the U.S. will significantly expand production of renewable energy on low-income housing sites, according to five individuals briefed on the plan, who were not authorized to discuss it publicly ahead of Obama's announcement and spoke on condition of anonymity.

The far-reaching plan marks Obama's most prominent effort yet to deliver on a major priority he laid out in his first presidential campaign and recommitted to at the start of his second term: to fight climate change in the U.S. and abroad and prepare American communities for its effects. Environmental activists have been irked that Obama's high-minded goals never materialized into a comprehensive plan.

In taking action on his own ? none of the steps Obama will announce Tuesday require congressional approval ? Obama is also signaling he will no longer wait for lawmakers to act on climate change, and instead will seek ways to work around them.

The lynchpin of Obama's plan, and the step activists say will have the most dramatic impact, involves limits on carbon emissions for new and existing power plants. The Obama administration has already proposed controls on new plants, but those controls have been delayed and not yet finalized. Tuesday's announcement will be the first public confirmation that Obama plans to extend carbon controls to coal-fired power plants that are currently pumping heat-trapping gases into the atmosphere.

"This is the holy grail," said Melinda Pierce of Sierra Club, an environmental advocacy group. "That is the single biggest step he can take to help tackle carbon pollution."

Forty percent of U.S. carbon dioxide emissions, and one-third of greenhouse gases overall, come from electric power plants, according to the U.S. Energy Information Administration, the Energy Department's statistical agency.

Obama is expected to lay out a broad vision Tuesday, without detailed emission targets or specifics about how they will be put in place. Instead, the president will launch a process in which the Environmental Protection Agency will work with states to develop specific plans to rein in carbon emissions, with flexibility for each state's circumstances. Under one scenario envisioned by the Natural Resources Defense Council, an environmental group, states could draw on measures such as clean energy sources, carbon-trapping technology and energy efficiency to reduce the total emissions released into the air.

Obama also will announce more aggressive steps to increase efficiency for appliances such as refrigerators and lamps, according to people briefed on the plan. Another component of Obama's proposal will involve ramping up hydropower production from existing dams.

Heather Zichal, Obama's senior energy and climate adviser, told environmental groups Monday that Obama is working with Housing and Urban Development Secretary Shaun Donovan on a target for renewable energy to be produced at federally assisted housing projects.

She framed the Obama's efforts in the U.S. as part of a broader, global movement to combat climate change, trumpeting the role the U.S. can play in leading other nations to stem the warming of the planet.

Paul Bledsoe, who worked on climate issues in the Clinton White House, said Zichal renewed a pledge Obama made in in his first year in office, during global climate talks in Copenhagen, to cut U.S. carbon emissions by about 17 percent by 2020, compared to 2005 levels.

"This is a policy fulfillment of what the president has been talking about and trying to accomplish for five years or more," said Bledsoe, now a senior fellow at the German Marshall Fund of the United States.

One key issue Obama is not expected to address Tuesday is Keystone XL, a pipeline that would carry oil extracted from tar sands in western Canada to refineries along the Texas Gulf Coast. A concerted campaign by environmental activists to persuade Obama to nix the pipeline as a "carbon bomb" appears to have gained little traction. The oil industry has been urging the president to approve the pipeline, citing jobs and economic benefits.

Obama raised climate change as a key second-term issue in his inaugural address in January, but has offered few details since. In his February State of the Union, he issued an ultimatum to lawmakers: "If Congress won't act soon to protect future generations, I will."

The poor prospects for getting any major climate legislation through a Republican-controlled House were on display last week when Speaker John Boehner responded to the prospect that Obama would put forth controls on existing power plants by deeming the idea "absolutely crazy."

"Why would you want to increase the cost of energy and kill more American jobs?" said Boehner, R-Ohio, echoing the warnings of some industry groups.

Sidestepping Congress by using executive action doesn't guarantee Obama smooth sailing. Lawmakers could introduce legislation to thwart Obama's efforts. And the rules for existing power plants will almost certainly face legal challenges in court. The Supreme Court has upheld the EPA's authority to regulate greenhouse gases under the Clean Air Act, but how the EPA goes about that effort remains largely uncharted waters.

Even if legal and political obstacles are overcome, it will take years for the new measures to be put in place, likely running up against the end of Obama's presidency or even beyond it. White House aides say that's one reason Obama is ensuring the process starts now, while there are still more than three years left in his final term.

Under the process outlined in the Clean Air Act, the EPA cannot act unilaterally, but must work with states to develop the standards, said Jonas Monast, an attorney who directs the climate and energy program at Duke University. An initial proposal will be followed by a months-long public comment period before the EPA can issue final guidance to states. Then the states must create actual plans for plants within their borders, a process likely to take the better part of a year.

Then the EPA has another four months to decide whether to approve each state's plan before the implementation period can start.

What Rick Santorum's New Career as a Christian Movie Producer Looks Like

If there was someone out there who put $100 in Vegas on Rick Santorum someday becoming the CEO of a movie studio, that person is now a millionaire. In an appearance on Mike Huckabee's Fox show Saturday, the former presidential candidate and recently retired?World Net Daily contributor?announced that he's taking the helm of EchoLight Studios. If you want to place a bet on the type of movies the studio produces, you probably won't get as good of odds.

EchoLight, founded last year, focuses on producing and distributing "high-quality movies for families of faith." Its existing line-up of films features a number of professional-looking posters and trailers. And the studio has lined up some legitimate-if-not-quite-A-list names: Corbin Bernsen stars in 25 Hill; Seinfeld's David Puddy, Patrick Warburton, is in Hoovey, which is about a basketball player with a brain tumor. (Seinfeld is not listed in Warburton's prior credits, despite the frequent suggestion that EchoLight's new CEO resembles that show's star.)

Santorum's experience with the media appears to be fairly limited, including a brief stint as a Fox News contributor and a recurring role on the very popular show, 2012 Republican Presidential Candidate Debates. But he's long expressed an interest in film. In 2011, he spoke with the Heritage Foundation, describing his Hollywood ideal.

?The problem in the past is that you have these people who create these Christian films ? great message, terrible acting, horrible editing,? Santorum said. ?They are not entertaining, they?re preachy.?

So how can conservatives entertain an audience while still promoting a principled message? Send your children to Hollywood. ?I want people who see the world the way conservatives see the world in Hollywood,? Santorum declared.

While Santorum won't be headed to Hollywood (EchoLight is based ion Dallas), at least part of Santorum's filmmaking vision is coming true. But it means giving something up: Santorum's only other post-campaign job, writing columns for the archconservative World Net Daily has come to an abrupt end after six months, given his new role. In his final column, he writes:

[R]ather than using our pen for this weekly column, we?re going to be using our feet and our voices more going forward. We?ll use our feet to cover as much of the country as we can to meet you and listen to you. And we?ll use our voices to take your message back to Washington and out into the media so that you too can be heard.

EchoLight appears to be a more substantive venture than the production house of another former 2012 candidate, Newt Gingrich. Gingrich's eponymous firm?mixes its movie offerings with a broad sampling of Gingrichian politics. Which is probably for the best; in 2010, a company that tracks movie sales labeled Gingrich Productions' films as failures.

Daredevil Wallenda to take on Grand Canyon ? without a safety net

Daredevil aerialist Nik Wallenda is poised to take on his greatest challenge Sunday: Walking 1,500 feet above a gorge in the Grand Canyon. His last feat was wire-walking over Niagara Falls.

The high-wire walk will be the highest for Mr. Wallenda, who last June became the only person to walk a wire over Niagara Falls.

That feat brought 13 million viewers to ABC, which broadcast the walk live, lifting the network to a first-place finish that week and precipitating a bidding war in advance of his next high-wire spectacle.

The rights ultimately went to the Discovery Channel, which will televise the event Sunday at 8 p.m. EST. Online viewers will also have access to a live stream via SkywireLive.com. The walk is expected to take 30 minutes. The only element that may cancel the walk is if lightning is detected within 15 miles of the wire.

The Grand Canyon event is billed as far more dangerous than the Niagara Falls walk, which suspended Wallenda 220 feet off the ground and required him to walk 1,800 feet over a two-inch cable.

On Sunday, he?ll walk a shorter distance ??about 1,400 feet ? but at 1,500 feet above the ground, he will be seven times higher in the air than he was above the Falls and at a height exceeding that of the Empire State Building.

Adding to the nail-biting: He will not wear a safety harness as he did last June, nor will there be a safety net suspended below.

Curiosity seekers have been given a chance to watch Wallenda practice over the last two weeks in Sarasota, Fla., his hometown. Besides crossing and re-crossing a wire suspended across a local river, he has been practicing walking through 45-to-55 mile per hour wind gusts, created via wind machines. He has also practiced a simulated fall, which involves him hanging on the wire for 20 minutes, the length of time it would take for a rescue.

?It?s very important that I train on a cable that simulates the weight, the feeling, the movement of the cable, the way it will move under my feet,? he told the Associated Press.

Wallenda?s walk will take place outside the boundaries of Grand Canyon National Park and above the Little Colorado River Gorge, a site that is located about 40 miles east of the tourist facilities of the canyon?s southern rim.

The location is owned and operated by the Navajo Nation, which says the attention will help bring attention to its facilities. The Navajo Parks and Recreation is inviting onlookers to a viewing site inside Little Colorado River Navajo Tribal Park. The first 600 people who arrive will be shuttled to a nearby viewing point, where they can watch on a Jumbotron video screen.

?We are honored to be a part of this historic event and showcase the beauty that exists on Navajo country,? Geri Hongeva-Camarillo, media representative of the Navajo Parks and Recreation said in a prepared statement. ?The Navajo Nation is home to more than a dozen national monuments, tribal parks, and ancestral sites. Many visitors make Navajo Nation one of the top destinations for their travel plans.?

According to USA Today, the Discovery Channel is not paying the Navajo Nation for use of its land, but it paved a parking lot and a road into the park to prepare for the onslaught of visitors and media.

Navajo Tribal President Ben Shelly told the newspaper that it was grateful for the publicity.

?It?s exposing what a beautiful land we have. Another nation exists, and it's the Navajo Nation. Visit our stores and people. We'll do our best to accommodate people coming in,? Mr. Shelly said.
