(AP) ? FedEx expects to ship a record number of packages during the holidays, thanks to shoppers' growing fondness for buying online.

The world's second-largest package delivery company expects to handle 280 million shipments between Thanksgiving and Christmas, up 13 percent from the same stretch last year.

The forecast, released Monday, comes against a background of lackluster growth in the global economy. FedEx has warned the economy is stalling and expects conditions to get worse next year. It's making big cuts in the businesses that have been the hardest hit, including its Express unit that moves top-priority shipments by air.

But the number of shipments FedEx handles at the holidays has climbed steadily along with the growth of internet purchases. The volume of packages it handles on its busiest day, which varies according to Christmas shipping deadlines, has nearly doubled since 2005.

On FedEx's busiest day this year, projected to be Dec. 10, it forecasts 19 million packages will move through its network, up 10 percent from 2011. That's in line with the increase FedEx has seen in years with normal growth rates, noted Deutsche Bank analyst Justin Yagerman. FedEx's holiday shipment growth has ranged from 4.3 percent to 18.3 percent since 2006.

Holiday shipments this year will be driven by sales of personal electronics, apparel, luxury goods and items from large internet retailers, FedEx said.

Overall holiday sales are projected to rise 4.1 percent, according to The National Retail Federation. That would be the smallest increase since 2009, but still higher than the 10-year average of 3.5 percent.

Online holiday sales will grow 16.8 percent, excluding travel purchases, according to research firm eMarketer. Online shopping accounts for about $1 in every $10 spent over the holidays.

FedEx and larger rival UPS Inc. can benefit twice when consumers shop online: They ship the gift to the receiver, and they also ship the unwanted presents that are later returned. UPS, which is based in Atlanta, hasn't yet released its holiday forecast.

FedEx moves the bulk of its cheaper, lighter weight shipments from online and catalog retailers through its SmartPost service, a partnership with the U.S. Postal Service.

FedEx SmartPost has been a huge driver of growth for the company since it was formed. Average daily package volume grew 18 percent in the fiscal first quarter ended in August, more than three times the growth rate of FedEx's overall ground shipments in the U.S.

The ground segment, which moves mostly non-priority shipments by truck, has held up despite slower growth around the globe as consumers and businesses opt for slower methods of shipping to save money.

FedEx, which is based in Memphis, Tenn., plans to hire 20,000 seasonal workers to help handle the surge ? the same as last year.

Return on Equity and Cost of Equity for a small business ? Ottawa ...

The Return on Equity (RoE) for a small business (pre-tax) should be easy to calculate. It is:

  • Profit for the year (P)
  • Average of beginning and ending shareholder equity. (E)

So the RoE for a small privately held business is

So, hypothetically, a business that generates a pre-tax profit of $50,000 and has an average equity of $400,000 (beginning equity plus closing equity that includes the profit/2) should have an RoE of 13%. This seems pretty good.

However it is another matter if we compare the Cost of Equity for a small business to the RoE for the business. There are no publicly available benchmarks for a business such as yours and most small businesses do not pay dividends. Now what?

The formula for calculating the cost of equity for a company is:

CoE = RFR + beta(MR ? RFR)

CoE = cost of equity

RFR = risk free rate of return ? 10 year Canada bonds = 1.9% in Oct 2012

MR = return generated last year for TSX 100 = 6%

Beta is difficult to determine. Beta is a metric that measures the volatility of a stock to the movement of the stock market. A beta of 1.5 signifies that this stock will be far more volatile than the market as a whole. There is no market ?beta? for a small company so the traditional beta is out as a measurement.

I teach small business accounting and I tell my students to look at the capital structure of a small business. This is found by looking at the right side of the balance sheet. The short and long term liabilities (capital) is provided by outsiders and shareholder loans and shareholder equity is provided by insiders. The ratio of outside capital to inside capital results in a quotient that I call beta. It is an amalgam of several risks, some related to the economy, some related to the specific sector and some as a result of poor management decision making.

If we look at a business where outsider capital is 3 times insider capital, we have a beta of 3. If we applied this to our formula above we would have a cost of equity of:

CoE =? 1.9% +3(6-1.9)

=? 1.0% + 14.7%

=? 15.7%

This figure may be too low. However it can be easily seen that the cost of equity can exceed the return on equity.

If we return to our initial example where the business owner crowed over a 13% RoE for his business but his cost of equity was 15.7% then he wasn?t keeping the business ahead of the curve. Simply put, the business was not creating value.

Congressman Jackson says he's 'starting to heal'

CHICAGO (AP) ? Congressman Jesse Jackson Jr. spoke out about his treatment for depression for the first time since the start of his secretive, four-month leave of absence, releasing a robocall Saturday to his south Chicago constituents in which he asks for patience while he recovers.

The 47-year-old Illinois Democrat and son of civil rights leader the Rev. Jesse Jackson quietly went on leave in early June and hasn't appeared publicly since, despite seeking re-election for a ninth term in office. Jackson's office didn't publicly disclose he had gone on leave until two weeks into it, and it initially refused to specify the nature of his illness or even say where he was. It was later revealed he had been hospitalized for treatment of bipolar disorder and gastrointestinal problems, first at a facility in Arizona and later at the Mayo Clinic in Rochester, Minn.

He was released in September and returned to the family's home in Washington, but has yet to return to the campaign trail with barely two and a half weeks to go before Election Day.

"Like many human beings, a series of events came together in my life at the same time and they have been difficult to sort through," Jackson said in the automated phone call. "I am human. I am doing my best. I am trying to sort through them all."

Jackson thanked his supporters and said he is "starting to heal" but that his doctors tell him the road to recovery is a long one.

"I am anxious to return to work on your behalf, but at this time it is against medical advice, and while I will always give my all to my constituents, I ask for your continued patience as I work to get my health back," he said.

The timing of the leave also has raised questions, since it comes as Jackson is under a House Ethics Committee investigation for ties to Illinois' imprisoned former Gov. Rod Blagojevich.

The committee is looking into allegations that Jackson was involved in discussions about raising money for Blagojevich's campaign in exchange for the then-governor appointing him to President Barack Obama's vacated U.S. Senate seat. Blagojevich has been imprisoned since March on corruption charges, including having tried to sell the seat.

Jackson has repeatedly denied any wrongdoing.

Jackson, who first won office in 1995, is on the November ballot with two little-known candidates. He's widely expected to win re-election.

Threatened species listing for polar bears contested in U.S. court

WASHINGTON (Reuters) - Polar bears' designation as a threatened species was challenged in a U.S. appeals court on Friday, with a lawyer for Alaska and other parties arguing that regulators had failed to back up the listing.

Alaska and other plaintiffs that include hunters and the California Cattlemen's Association are appealing a federal court ruling last year that upheld the Interior Department's 2008 designation of the bears as threatened because their icy habitat is melting away.

Murray Feldman, a lawyer for Alaska and other appellants, told the U.S. Court of Appeals for the District of Columbia that the government had failed to show how the big white bears likely would be nearing extinction at the middle of this century.

The department's decision on the Arctic mammals was "arbitrary and capricious" since it was based on flawed models, Feldman said in oral arguments before a three-judge panel.

Katherine Hazard, a lawyer for the department's Fish and Wildlife Service, said that the designation relied on decades of research and long-term trends underpinned it.

"The agency needs to make a determination based on the best available science, which the agency did here," she said.

A designation that a species is threatens means that it is likely to become endangered within the foreseeable future in all or a significant part of its range.

Bruce Woods, a Fish and Wildlife spokesman, said the listing drew more attention to the bears' plight and also triggered funding for programs including patrols to limit contact with humans and a recovery plan for the bears.

Arctic sea ice shrank to a record low of 1.32 million square miles (3.41 million square km) by mid-September, the National Oceanic and Atmospheric Agency reported this month.

A decision by the appeals court is not expected for months.

Alaska and oil companies have argued that Endangered Species Act protections for polar bears diminish opportunities for Alaska energy development.

The state has said in its appeals court filing that bears have survived previous warming periods and most populations have grown or remained stable despite shrinkage of ice.

The case is Safari Club International et al v. Ken Salazar et al and Center for Biological Diversity et al, No. 11-5219.

Arkansas Presents Opportunity for New Nursing Director

Pegge Bell became the new director of the Eleanor Mann School of Nursing in July.

October, 2012

Pegge Bell considers the state of Arkansas? former nickname, ?the land of opportunity,? very fitting in her case.

The new director of the?Eleanor Mann School of Nursing at the University of Arkansas worked previously at another institution in the University of Arkansas System, spending about 11 years at the University of Arkansas for Medical Sciences in Little Rock. Beginning in 1991, she was an assistant professor there, then was promoted to associate professor of nursing, specialty coordinator of the women?s health nurse practitioner track, department chair of nursing practice and associate dean of the College of Nursing. She left UAMS in 2002.

Bell moved on to Barry University in Miami Shores, Fla., where she spent 10 years, initially serving as dean of the School of Nursing and later as dean of the College of Health Sciences.

?She and her husband, Tex, were looking for their next adventure when she heard about the opportunity at the Eleanor Mann School of Nursing. One of her former UAMS colleagues who was now working at the nursing school in Fayetteville told her of the opening for the director?s position.

?The more I heard about the program and what we were doing, the more excited I got," she said. "We have resources, the faculty in place, and, while a lot of universities around the country are cutting back, we have community and university support for the program."

Pegge Bell, center, speaks with students Nikki Sailer,
left, and Justin Partin.

Nan Smith-Blair, associate professor of nursing, returned to the faculty this summer after serving as director of the school since 2008. In addition to teaching, Smith-Blair returned to her research on effects of exercise on diaphragm fatigue. In March, Smith-Blair was named co-chair of a new Health Research Initiative on campus.

With the director?s position, Bell also was named the holder of the George M. and Boyce W. Billingsley Endowed Chair in Nursing. Mrs. Billingsley and her late husband funded several endowed chairs and scholarships across campus as well as supporting the libraries and Razorback athletics.

?I am inspired by the Billingsleys? vision of Arkansas as the land of opportunity,? Bell said. ?This will be my second opportunity in Arkansas, and I have seen how important it is to provide educational opportunities to men and women in a rural state. After completing their education, they return to their communities and spend their lives in chosen careers as registered nurses, nurse practitioners, nurse educators, nurse researchers and clinical nurse specialists.?

Bell became a registered nurse in 1973 and a nurse educator in 1979. She has spent most of her professional career in the South and earned degrees from the University of Virginia, the University of Alabama, Georgia Southwestern College and Columbus College. She also completed post-graduate work at the University of Arkansas for Medical Sciences.

During her career, Bell has held numerous faculty leadership positions, chaired the Advisory Council on Policy of Sigma Theta Tau International Honor Society of Nursing, and founded the Independent Colleges and Universities of Florida Nursing Council. She has published research on numerous topics, including the use of technology in clinical settings, academic leadership in nursing and overcoming barriers to research-based practice.

Bell also has made numerous presentations to state, regional and national nursing organizations. Of all her professional and academic experiences, she continues to draw on lessons she learned while working on her doctorate at the University of Virginia. She discovered how, through research, academics can tell the stories of pioneers in their field and paint a picture of that field during various times in history. She learned the impact one nurse can have.

She was required to take two semesters of nursing history courses.

?Since I?m a perinatal nurse, I wrote my first paper on the history of nurse midwives in the United States,? Bell recalled. ?I narrowed my view on the second paper and returned to my roots, focusing the next paper on the Tuskegee School for Colored Nurses during World War II. As a native of Alabama, I was proud to learn of Tuskegee Institute?s influence on public health and savored my experience going through their archives.?

After completing her degree, she went to UAMS to interview for a position in the College of Nursing and was drawn to a midwife bag displayed in the medical library there. The bag had belonged to Mamie Odessa Hale, a nurse-midwife who graduated from Tuskegee Institute.?

?The challenges for a black woman during the 1940s in the South at a time of racial discrimination made her story even more compelling,? Bell explained. ?She became my heroine and I became her storyteller. I was fortunate to have her story published in the first edition of Nursing History Review and have continued to share her story at professional conferences and with students who need to learn how historical research is conducted.

?My experience with Mamie Hale?s contributions to Arkansas during a time when medical and nursing staff were compromised by a global war and the rural state relied heavily on elderly, illiterate midwives has contributed to my appreciation of how even one nurse can make an impact on a community,? Bell continued. ?I challenge students to look for the story behind the experience ? it will provide insight into how nurses have continued to shape this nation?s health care.?
